The West End Opportunity Partnership is a significant economic investment initiative launching in the
West End to overcome challenges stemming from the intergenerational effects of racial prejudice and
segregation, which have hindered progress for African Americans in Louisville.

A Neighborhood for Everyone

Named after Lucie DuValle, the first female principal of a high school in Louisville, the Park DuValle neighborhood is located on the southwestern side of the West End. It is bordered by Chickasaw, Rubbertown, Hallmark, Algonquin, California, and Parkland and, as of 2022, has a population of approximately 7,000. Residents of Park DuValle have access to a total of 13 public schools:

Park DuValle Neighborhood in West End of Louisville, KY

Park DuValle began residential development in the late 19th century as a large community of African Americans settled there together after the Civil War. The neighborhood was considered by some to be part of Parkland until it began urban renewal developments in the 1940s. However, the real revitalization efforts did not begin until the mid-1990s, when the HUD created a new urbanism plan called the Park DuValle Revitalization within the HOPE VI program to fund better, more inclusive housing options. Urban Design Associates created a Master Plan that included traditional neighborhoods with a mixture of rental and home ownership opportunities for a wide range of income groups. It also factored in opportunities to create connections to nearby communities and allowed space for a new commercial center with shops and services for the residential neighborhoods. A $200 million grant was awarded in 1996 for the development of 125 acres in the neighborhood.

Park DuValle has been undergoing a unique transformation for the last 25 years that has steadily attracted economic growth, mixed-income residents, and additional community development. Its location makes it a great opportunity for residents and commercial tenants alike with its proximity to downtown Louisville, Interstate 264, Cane Run Road, and the Sherman Minton Bridge. Nearby, residents and visitors will find the Stitzel-Weller Distillery, Kentucky Derby Museum, Churchill Downs, Kentucky Fairgrounds, Kentucky Kingdom Theme and Water Park, and several parks, like the Russell Lee Park, Algonquin Park, and Chickasaw Park. The Russell Lee Park and Southwick Community Center also offer indoor and outdoor athletic facilities with a playground that is within walking distance for most residents.
