THE PARTNERSHIP Announces First Recipients of Funding To Enhance West Louisville

LOUISVILLE, KY – April 3, 2025—The West End Opportunity Partnership (The Partnership) is pleased to announce it has selected its first two funding recipients: DELTA Foundation (Developing Educated Leaders Through Athletics) and Good Brothers Pharmacy.

After extensive internal reviews, The Partnership moved forward with DELTA Foundation and Good Brothers Pharmacy as they have met the funding eligibility criteria.

“The Partnership’s unwavering dedication to the development of West Louisville is driven by the community, and we remain committed to investing in organizations that share our mission,” said Laura Douglas, President and CEO of The Partnership. “We look forward to the positive impact this funding will have on both DELTA Foundation and Good Brothers Pharmacy and are excited for the lasting benefits it will bring to the residents of West Louisville.”

DELTA Foundation’s mission is to support at-risk students in achieving academic success through mentorship, tutoring, and sports engagement, which has an immeasurable impact on the community’s youth. This funding will expand the DELTA Foundation’s reach and resources, create new career opportunities, and enhance access to vital programs for West Louisville youth.

“The Delta Foundation is beyond grateful to receive this financial support from The Partnership. We recently purchased the old Portland Christian Campus located at 2508 Portland Ave, which allows for an additional ten non-profits on the campus that provide community resources and out-of-school education programming, in addition to the DELTA Foundation’s academic and athletic programming for at-risk youth,” said Wes Hinton, Founder/CEO of DELTA Foundation. “With these funds, the DELTA will be able to paint the interior and exterior and replace the tile flooring on the first floor of the main building. These upgrades will help create a safe and inviting campus of opportunity in the heart of West Louisville.”

Good Brothers Pharmacy will provide prescription medications to residents of West Louisville and serve as a community hub, delivering prescription medications and culturally competent healthcare close to home. With this funding, Good Brothers Pharmacy will be able to expand its offerings to include health and wellness resources to a community that is disproportionately impacted by a myriad of health conditions.

Laura Douglas Appointed President/CEO of The Partnership, Leading Through 2026

LOUISVILLE, KY–December 13, 2024—Following her successful tenure as Interim President/CEO since July 2022, The Partnership is proud to announce Laura Douglas’s official appointment as President/CEO, set to lead the organization through 2026.

During her time as Interim President/CEO, Douglas achieved significant milestones in advancing The Partnership’s mission and initiatives. She collaborated with the Board of Directors to complete a series of community engagement sessions, which informed the creation of The Partnership’s inaugural Community Engagement Report. This report provides valuable insights into the needs and priorities identified by residents across West Louisville neighborhoods.

Additionally, Douglas led the board in establishing investment criteria that define the types of projects The Partnership will support. She also spearheaded the development of a streamlined, user-friendly application process for those seeking funding. Moreover, her leadership played a pivotal role in securing top-tier financial advisers and accounting expertise, selecting Baird and Crowe to ensure a robust financial foundation for the organization’s future endeavors.

After extensive community engagement sessions, The Partnership is ready to implement funding for development projects specifically designed to support the growth and sustainability of the 9 neighborhoods in West Louisville (Algonquin, California, Chickasaw, Park Duvall, Park Hill, Parkland, Portland, Russell, and Shawnee).

Our project management team will review and evaluate applications for Partnership funding. Potential awardees will be assessed based on the following factors:

  • Organizational Information: The strength and stability of the organization seeking funding.
  • Project Plan: The practicality and potential success of the proposed project.
  • Community Impact: The project’s focus on meaningful, positive change within the community.

West End Opportunity Partnership Names Laura Douglas as Interim President/CEO

LOUISVILLE, KY – July 7, 2022 – Laura M. Douglas has been named as the West End Opportunity Partnership (WEOP) Interim President/CEO beginning June 27, 2022. Ms. Douglas will oversee the day-to-day management of the organization and assist the board with a national search to identify a permanent President/CEO.

Ms. Douglas is a highly respected leader within the corporate, legal, and nonprofit communities. As a resident of the West End for more than 35 years, she brings leadership, tacit knowledge, and an understanding of the issues plaguing the community that she is personally invested in.

Since July 2021, Louisville Metro Council President David James has been serving as the interim board chair. “I’m so thankful to everyone that helped us get to this fundraising goal. This was truly a team effort from everybody working together”, said David James. “Now with our new Interim President/CEO Laura Douglas, the West End Opportunity Partnership will move forward improving the lives of west Louisville residents.”

“I’m pleased to have this opportunity to serve our community,” said Ms. Douglas. “With the funding in place for the West End, we are positioned to start making some progress on the promises that have been made to residents and businesses that need our support. There are exciting days ahead.”

Ms. Douglas received a J.D. from the University of Louisville’s Brandeis School of Law and a B.A. in Political Science from the University of Louisville. Early in her career, she served as in-house counsel at Standard Oil Company and held posts at the University of Iowa and Ohio

University. After returning to Louisville in 1985, Ms. Douglas was employed as an attorney at the Legal Aid Society and served as General Counsel both at the Metropolitan Sewer District and the Louisville Water Company. In 2017 she retired as Vice President, Corporate Responsibility and Community Affairs for LG&E and KU Energy.

West End Opportunity Partnership Interim Board Establishes Process, Timeline to Select Nine New Members

December 3, 2021 LOUISVILLE, KY – The West End Opportunity Partnership recently adopted a plan to use “Neighborhood Nominators” to help select the final nine members of its board of directors.

The Neighborhood Nominators will include West Louisville business representatives, faith leaders, civically-engaged residents and representatives from established neighborhood organizations to help identify the final members of the West End Opportunity Partnership board.

“It is important that we include vested residents of West Louisville neighborhoods in the process to select the final nine members of this West End Opportunity Partnership board,” said DeVone Holt, who is a current board member leading the process to select the final appointees. “Giving the community control of the front end of this selection process will help ensure we have people on the board who are credible representatives of each of the nine West Louisville neighborhoods.”

The West End Opportunity Partnership is a public corporation established earlier this year by the Kentucky General Assembly to operate with 21 voting members who will manage financial resources for a newly-created West Louisville Tax Incremental Financing (TIF) district. The initial 12 members of the board were appointed by Kentucky Governor Andy Beshear, Louisville Mayor Greg Fischer, Simmons College of Kentucky, the NAACP and the Federal Reserve Bank of St. Louis.

State legislation requires that the remaining board members come from one of each of the nine West Louisville neighborhoods, which include Algonquin, California, Chickasaw, Park Duvalle, Park Hill, Parkland, Portland, Russell and Shawnee.

At their November meeting, the current West End Opportunity Partnership interim board agreed to invite three people in each of the nine West Louisville neighborhoods (27 in total) to serve as separate working groups of Neighborhood Nominators.

The role of the Neighborhood Nominator groups will be to review applications submitted from residents in their respective neighborhoods who desire to serve on the West End Opportunity Partnership board.

The nine Neighborhood Nominator groups are scheduled to be established the week of December 20th. They will be tasked with working together to submit their top three nominees to the West End Opportunity Partnership board by January 31st.

After receiving recommendations from the Neighborhood Nominators, the Board Development committee will rank the nominees according to the board selection criteria and submit its slate of candidates to the board for a final vote at the Partnership’s February 12th meeting.

Residents can submit applications to the Neighborhood Nominators from December 6th through January 14th. The application is accessible online at westendpartners.org or in hard copy form at the Louisville Urban League located at 1535 W. Broadway.

“We designed this process to maximize community input,” said Jeana Dunlap, vice-chair of the West End Opportunity Partnership. “Involving the community will help us properly vet the candidates who apply to serve on the board. We also believe it will also help us solicit a well-rounded group of residents who take interest in helping shape the future of their neighborhoods by becoming decision makers on this board.”

The application process recently approved by the West End Opportunity Partnership utilizes a weighted evaluation system to examine candidates based on their professional experience, ethnicity, generational status, digital literacy and the length and type of residency they’ve held in West Louisville.

Long-term renters will be weighted more favorably than owners in this process to ensure the disproportionately high number of renters in West Louisville have an increased opportunity to be represented on the board.

Members of the West End Opportunity Partnership interim board will be on hand to explain the application process at online community meetings hosted by the Louisville Central Community Centers (LCCC) on Thursday, December 2 and Thursday, December 9 and online meetings hosted by state senator Gerald Neal and state representative Pamela Stevenson on Saturday, December 4 and Saturday, December 11.

Churchill Downs announces a pledge of $1 million to the West End Opportunity Partnership

CDI also announced a pledge of $1 million to the West End Opportunity Partnership (the “Partnership”), a collaborative community-led initiative that will finance projects to kick start economic development and quality of life improvements in a district comprised of nine West End neighborhoods: Shawnee, Portland, Russell, Chickasaw, Parkland, California, Park Hill, Park Duvalle and Algonquin. The new tax increment financing (“TIF”) district was established by legislation championed and passed by State Senators Robert Stivers, Julie Raque Adams, Morgan McGarvey and Gerald Neal, and State Representatives Ken Fleming and Pamela Stevenson. The TIF guarantees that for the next 20 years, 80% of new tax revenue generated in those neighborhoods will be returned to the Partnership to reinvest in economic development projects and homeowner stabilization in the West End. The seed money and proceeds will be managed by a Partnership board comprised of neighborhood residents and appointees from community organizations.

James Graham Brown Foundation commits $2.5 million to West End Opportunity Partnership

LOUISVILLE, Ky. (WDRB) — The West End Opportunity Partnership is receiving a $2.5 million grant from the James Graham Brown Foundation, the nonprofit announced this week.

The West End Opportunity Partnership represents nine neighborhoods in west Louisville, focusing on reinvesting new tax money into the community.

According to a news release, the leadership grant provided by the James Graham Brown Foundation is intended to encourage additional private donations, which will increase allocated funding by Louisville Metro and the state of Kentucky.

Gov. Beshear Appoints Leaders as First Set of Members of Louisville West End Opportunity Partnership

Appointments set first 12 of 21 total members of partnership

FRANKFORT, Ky. (July 1, 2021) – Today, Gov. Andy Beshear announced appointments to the board of the West End Opportunity Partnership (WEOP), the first step in investing in West Louisville and creating more opportunities for residents and businesses there. These appointments represent the first 12 members. The initial members will select nine additional board members from community residents who express interest in serving.

“This is an important first step in rebuilding and investing in a community that has been left behind for too long and hasn’t received the attention it deserves,” said Gov. Beshear. “Whether in Western Kentucky or West Louisville, we want to build communities where our children can learn, live, work and raise their families.

“The partnership will be independent and will guide the $30 million initial investment in West Louisville. Community leaders and residents who know the community will be empowered to make decisions about how the funds are utilized. They know where the needs are.”

Currently, 80 cents of every dollar of revenue developed in West Louisville ends up leaving, so wealth is not building up in West Louisville.

On April 9, 2021, at the Kentucky Center for African American Heritage, Gov. Beshear signed House Bill 321 to help build a better Kentucky by creating a new economic development area in West Louisville aimed at transformational change. The bipartisan legislation creates a $30 million investment in West Louisville and the WEOP. In addition, it also creates a 20-year TIF, or tax increment financing, a tool used to encourage economic growth in a specific area. Community leaders who live in the area and know the people and issues will be involved in the Partnership Board and the West End Louisville Advisory Council and will guide the direction of the WEOP.

Gov. Beshear has eight appointments to the partnership. Louisville Mayor Greg Fischer, University of Louisville President Dr. Neeli Bendapudi, Simmons College of Kentucky President Dr. Kevin Cosby and the Louisville Metro Council each have one appointment. Those members will appoint nine additional members, one from each neighborhood, to the Partnership Board.

The neighborhoods located inside the TIF district are Shawnee, Chickasaw, Algonquin, Park Duvalle, Portland, Parkland, Russell, California and Park Hill. Residents interested in being a part of this project can provide their information at weop.ky.gov. This information will be turned over to the West End Opportunity Partnership Board.

The governor will also make appointments to the West End Louisville Advisory Council, which is a subcommittee that will work directly with the partnership board.

“I am highly encouraged to see us taking the next step in bringing the West End Opportunity Partnership to fruition,” said state Sen. Gerald Neal. “I look forward to collaborating with these newly appointed members and solidifying a plan to empower and strengthen the neighborhoods beyond 9th Street. Rep. Stevenson and I are fully committed to seeing this project all the way through, and I appreciate the efforts at the local and state level to make this possible.”

“The success of this innovative approach depends so much on how it is implemented, which is why these appointments are crucial,” state Rep. Pamela Stevenson said. “My advice to those serving is that they must be the person who makes this work for our greater good. What they do in months ahead will have the potential to positively benefit our community for generations.”

“I am pleased to appoint Dr. Dawn Wade to this board. A strong advocate for transformational change and building equity, Dr. Wade brings a wealth of education, experience and commitment to this role,” said Mayor Fischer. “She is, as I am, excited about the prospects of the West Louisville initiative – creating more opportunities, attracting more investment, opening more doors, and enhancing our work to bring real, meaningful progress for the residents of west Louisville.”

Dr. Bendapudi selected UofL Vice President and Chief Operating Officer Mark Watkins to represent the university on the board.

“The University of Louisville is committed to the success of the West Louisville Opportunity Partnership, which is vital to the future of our city and the entire commonwealth. Mark Watkins will be a great asset to the board. I have no doubt his business savvy and his commitment to building public-private relationships will be critical to advancing economic development while preserving the rich heritage of West Louisville.”

Dr. Cosby named Dr. Frank M. Smith Jr., executive vice president of Simmons College of Kentucky, to serve on the partnership board representing the school.

“We in the West End value our freedom,” said Dr. Smith. “We welcome this brand-new authority to manage the money that comes out of our communities, goes to Frankfort, and then comes back to our communities to be used only for the benefit of our communities. It’s a game-changer. The nine Neighborhoods under the leadership of our neighborhood-led board will directly benefit, like never before.”

Metro Council President David James will represent the council on the partnership panel.

“I am very thankful for the Governor and the state legislature’s leadership on this one-of-a-kind opportunity to make once-in-a-lifetime changes and improvements in West Louisville,” James said. “I want to especially thank Gov. Beshear, President Stivers, Senators Neal and McGarvey Rep. Pam Stevenson, Evon Smith, Nikki Lanier, Steve Poe and Craig Greenberg.”

Gov. Beshear made the following appointments, all Louisville residents, to the partnership:

  • J. Michael Brown, secretary of the Governor’s Executive Cabinet, is the highest appointed official in Kentucky.

  • Jeana Dunlap is an urbanist and strategic advisor, representing the NAACP.

  • DeVone Holt is the vice president of external affairs at Goodwill of Kentucky, representing One West.

  • Sadiqa Reynolds, president and CEO of the Louisville Urban League, will represent the Federal Reserve Bank, where she is a board member.

  • Christina Shadle is the director of investment at the Louisville Urban League, which she is representing on the partnership board.

  • Jennifer Hancock is the CEO of Volunteers of America, which she is representing on the board.

  • Steve Trager is the CEO of Republic Bank, representing a local bank.

  • David Kaplan is an attorney at Kaplan Johnson Abate & Bird LLP, representing a locally based foundation.

Larry Hayes, interim secretary of the Cabinet for Economic Development, and Rebecca Fleischaker, co-chief of Louisville Forward and director of the Department of Economic Development, will serve as ex-officio members of the partnership.

Sadiqa Reynolds, president & CEO of the Louisville Urban League, said, “I’m looking forward to serving on the West End Opportunity Partnership Board and believe the appointments today, coupled with the soon-to-be-announced appointment of neighborhood residents, will represent the West End well and help to ensure independence and revitalization without displacement, something I know matters to our community and our Governor.”

The partnership is one of several bipartisan measures Gov. Beshear collaborated with lawmakers on during the last legislative session to move forward building a better Kentucky. The objectives for the partnership per HB 321 include:

  • Establishing the West End Opportunity Partnership to oversee this new economic development program;

  • Encouraging investment in the established development area through the implementation of state and local TIF incentives;

  • Ensuring all new housing projects include housing deemed affordable by federal guidelines for low-income families; and

  • Providing a refundable income tax credit for residential property owners in the development area who maintain the property as their principal residence.

The partnership is designed to provide opportunity for the residents of these neighborhoods to have long-term investment and reinvestment over the next 20 years. In addition, the goal of the WEOP is to stabilize and improve homeownership, incentivize economic development and promote empowerment of West Louisville residents, with neighborhood-driven planning.

Millions approved for West End projects under new Louisville budget

Politicians have come up short trying to help Louisville’s West End in the past, but the latest budget invests $10 million for revitalization in the area.

“And the fact of the matter is that those economic deficiencies that you see that have led to vacant, for instance, and abandoned properties has exacerbated that situation,” state Sen. Gerald Neal (D-Louisville) said.

Neal and Rep. Pamela Stevenson (D-Louisville) pushed a new effort to get some investment in the city’s poorest neighborhoods called the West End Opportunity Partnership.

“There are a lot of bright, smart people in West Louisville, a lot of talent, and now we get to demonstrate that,” Stevenson said.

Mayor’s recommended budget FY22 includes funds for West End Opportunity Partnership

Provides the first $5 million in seed funding for the new West End Louisville Partnership, and, if $10 million is raised from private sources, Metro will provide up to an additional $5 million on June 30, 2022, to trigger a state match of $10 million. The Partnership is a 20-year Tax Increment Financing District that will allow West Louisville residents to control a new source of funding for neighborhood projects.
